As the female worker bees (yes only the females do the work!) collect the pollen from the flowers, they need a place to store them and use the sacs on their legs for this. These sacs are in fact a crevice in the knees of the back legs once these sacs are full, the bee transports the pollen back to the hive to use to feed the young bees.
